This week....
The Mayor felt it was important for our Council to have an independent 3rd party adjudicate and investigate any council related conduct breaches. Renolds Mirth Farmer law firm from edmonton, was chosen as 3rd party investigator. Council passed the motion for an independent 3rd party to investigate council matters, in early 2022.

Law Firm was in the midst of investigation #3, Lawyer communicates with Municipal Affairs about our investigation and discloses client confidential information. Municipal Affairs allegedly interferes with the investigation and the law firm indicates the investigation is valid and then they stop the investigation. This investigation was to prove the initial allegations that were the reasons to start the inspection were all lies told by our three Councilors. Proof was provided to the investigator and would undermine Ric McIver conflicted offside and illegal inspection. McIver, ensured that this investigation could not be restarted ever and blocked the investigation into the allegations and misleading statements. Complete breach of Alberta Conflict of Interest. Below you can see the investigation and the evidence that caught the law firm and Municipal Affairs breach of client confidentiality and Judicial interference by McIver.
#3 Conduct investigation also stopped by McIver. This investigation if completed, proves the three Councilors are in breach of many codes of conduct and caught lying and misleading Municipal Affairs. McIver seems Judicial Interference with investigator.
#3 Conduct Investigation. Renolds law firm breaches client confidentiality, with Municipal Affairs, and should be investigated. Then MA caught interfering with investigation and Renolds stopped investigation before completed.
The City uncovered alleged corruption and irregularities. As per the City policy, the CAO brought the concerns forward to City Council. On Sept 27, 2022, Council met in camera and upon review of the facts, council then passed two motions:

Council passed a motion to be transparent and release the information found to the public, in this meeting.
This investigation information identified alleged collusion between RCMP and Municipal Affairs, alleged collusion and illegal activity between Municipal Affairs and Councilor Narayan caught trying to take down the City of Chestermere financially with its bank, technology with its IT provider, and its Accounting & grants through its Auditor.
Within 20 hours, Minister Ric McIver, passed an order to install the Official Administrator Doug Lagore, whom immediately, admitting he never read the evidence or allegations, ordered the cancelation of three things:
Cancel the motion to investigate the information found. Alleged Collusion of Municipal Affairs with the RCMP and with Narayan trying to take the City down.
Canceled the Motion to make the evidence and information public.
Ordered the City to destroy video evidence of the council meeting discussing the evidence in public.
For over a year, Municipal Affairs would never let the evidence and complaints be investigated. Municipal Affairs ordered that an RFP be held to choose another 3rd party investigator. Upon completion and delays by City procurement officer, even though demands by CAO was made to complete it, Council and CAO's choose MNP investigative division, supported by the Mayor Colvin, Councilors Foat, Funk, Hanley and the three CAO's. With in 1 week of meeting with MNP to begin the investigation into the Sept 27, 2022 complaints of Municipal Affairs, RCMP & Narayan collusion, the Mayor, three councilors and all three CAO's were wrongfully ordered terminated by Minister Ric McIver and the investigation was cancelled again by Administrator Lagore, this time in the position of all of Council, as ordered by Ric McIver.

Administrator admits never read investigation allegations before terminating the investigation. Proving bias & Judicial interference. MA is in conflict.
MNP was chosen by Council motion, to investigate the Sept 27, 2022 investigation that McIver stopped, where there were allegations of collusion, false information & conflict with Councilors Dean, Narayan, Watt, RCMP, Deputy Minister Sandberg, Municipal Affairs, ex-Mayor Chalmers & others. Investigations were stopped, AGAIN, by Ric McIver.
Meyers Norris Penny, MNP, was choses by a motion of Council Oct 31, 2023. The first investigations they were starting was to restart Investigation #3 and #4. Both these investigations were stopped initially by Minister Ric McIver and Municipal Affairs.
Investigation #3, was to investigate alleged false statements by three Councilors Ritesh Narayan, Shannon Dean and Sandy Watt, a coverup of falsified reasons for an inspection into Chestermere by Municipal Affairs / Ric McIver.
Investigation #4, was investigating alleged collusion and breaches by Councilors Narayan, Watt and Dean and Municipal Affairs, Deputy Minister Sandberg, RCMP, Ric McIver brother in law ex Mayor Chalmers, ex CFO, George Cuff, ex CAO Morton.
This investigation was brought to council. Council passed a motion to investigate these allegations Sept 27, 2022. Within 20 hours of disclosing this information to the public, Minister McIver wrote an order to install the MA Administrator Lagore and terminate the investigations. Even though McIver was in conflict and part of the investigations, along with his brother in law.
Council passed a motion Oct 31, 2023 to have MNP investigative division, investigate this and after providing MNP with the evidence, McIver removed our Council and stopped the #3 and #4 investigations again.
