A Construction person came to the City with allegations and paperwork of a $6M kickback scheme on the bridge in Kinniburgh. They claimed to have direct knowledge of the payments, plans and quotes. They provided the City with the evidence. Evidence has been provided to multiple sources and authorities. Construction person willing to testify.

Summary of the allegation, is that after four quotes were received to build the bridge for $3.7m to $4M. The project was redirected to new professionals and now was $10M. Developers were told not to worry about the price increase as the City will take out debt for the difference. This makes no sense as the Developers are the ones who should pay for the bridge.  The new two lane bridge being built on rainbow road is approx. $4m, many years later.

This is improper and irregular and must be investigated.
