City in 2017 to 2020 chose to add a second storm drain rather than use the initial one designed with more than needed capacity. 

City chose to spend $9m on 2nd storm drain rather than approx. $700,000 on connection to first planned storm drain. Who received this contract??

Colvin Council confirmed engineered viability and proceeded with the $700k connection, bypassing the $9M storm drain. This is paid for by developers and this solution helped resolve a 15 yr old, $16M, lawsuit against the city. It was learned in the lawsuit negotiations that this was the initial intention of the 1st storm drain and was also told to the City before they built the 2nd storm drain for $9m.
